The Report recommended a scheme of voluntary aid committees to work alongside the public relief agencies. The Minority Report, written by Beatrice Webb and George Lansbury, rejected the call for such committees and argued instead for a radical new relationship between the state and the voluntary sector. This report, the ideas of which were developed further by the Webbs in 1912, argued that in place of the separate spheres model there should be a relationship based on the model of an extension ladder.
